Winds from Hurricane Earl are whipping up some dangerous water conditions on the North Carolina coast. Kite boarders were hitting the beach on Thursday before the winds grew too strong chase them away.

The State Emergency Operations Center was activated in anticipation of Hurricane Earl. It is where FEMA, Emergency Management, National Guard, Coast Guard, and other critical agencies gather to monitor and coordinate response to the storm.
